Starters

How to get starers if not from Birch?

Since you're from Mossdeep, maybe from Steven?

He offers you starters that become ground/rock/steel. Probably need Hoennian forms for that, since otherwise it's only Empoleon.

Ideas:

Fire/ground: Skeledirge

Grass/steel: Rillaboom

Water/rock: Blastoise
